Dr. Fagbemi Charges OYSHIA Desk Officers on Upholding Legal, Ethical Standards in EMR Implementation

The Oyo State Hospitals Management Board has commenced a capacity-building workshop for desk officers of the Oyo State Health Insurance Agency (OYSHIA), focusing on Electronic Medical Records (EMR) training.

The workshop, held in Ibadan, marks the first of its kind aimed at strengthening digital health management in the state.

Delivering the keynote presentation, Dr. Akin Fagbemi, Chairman of the Oyo State Hospitals Management Board, spoke on “The Importance of a Robust Legal Framework for Electronic Medical Records in Healthcare Management.”

Dr. Fagbemi emphasized that a strong legal framework is vital for EMRs to function effectively and securely within the healthcare system.

According to him, such a framework not only curbs fraud and abuse but also ensures data privacy, standardization, and improved quality of care.

“A strong legal foundation enables EMRs to reach their full potential. It ensures data integrity, prevents misuse, and enhances efficiency in healthcare delivery,” Dr. Fagbemi noted.

He highlighted several key benefits of a sound legal structure for EMRs:

Fraud and Abuse Mitigation: Legal oversight provides an auditable digital trail for medical services and insurance claims.

Data Privacy and Security: Regulations foster public trust by protecting sensitive patient information.

Standardization and Efficiency: Legal standards promote interoperability and streamline hospital operations.

Improved Quality of Care: Reliable digital records enable informed medical decisions and reduce errors.

Citing Nigeria’s existing legal instruments such as the National Health Act (2014) and the Cybercrimes (Prohibition, Prevention, etc.) Act (2015), Dr. Fagbemi explained that these laws already offer a foundation for data management and protection within the healthcare sector.

He further charged OSHIA desk officers to play an active role in ensuring successful EMR implementation across Oyo State hospitals.

“As desk officers, your commitment to upholding these legal and ethical standards will determine the success of EMR deployment in Oyo State. Together, we can transform healthcare delivery for the better,” he said.

The workshop aims to enhance participants’ understanding of EMR systems, data protection laws, and their practical applications in hospital administration.
